If she owns the car, the violations are
on her without proof otherwise.
Whether bankruptcy can clear an obligation
to a State might be a question.

She is required to list all of her debts on her bankruptcy, her bankruptcy attorney is not lying to her. It is illegal to not list all debts and assets on a bankruptcy.
This does not impact your own obligation to pay the toll violations.
